Dr. László Sipos has been in charge of the department of civil and administrative law of Szabolcs-Szatmár-Bereg County Prosecutor Office for 24 years. He has been awarded in several academic competitions, he has been a speaker and a chairman of 40 academic conference in civil law. He has had more than a hundred publications in the field of civil sphere, protection of environment and national monument and harmonisation of law. As the Deputy head of the County Prosecutor Office he has taken part in developing the international relationship of the prosecutor organisation. In may 1993 he visited the senate of Washington DC., since 1994 he has been the member of the french-hungarian public law seminar. He had the chance to attend many conferences organised by the EU Committee and programmes held by The Court of EU (Luxembourg) since autumn 2000. Since spring 2007 he has been giving lectures for practitioners on Contract Law requested by the Hungarian Prosecutor Trainig Center (MÜK). In 1989 he received the Recognition of the General Prosecutor, in 2001 he got the diploma of merit Kozma Sándor and in 2004 he became an honoured prosecutor of appeal. On 14th of June
2025 he retires from the Prosecutor’s Office, then he continues to act as associate professor, as specialist legal examiner of Ministry of Justice, as member of public body of Hungarian Academy of Sciences and as protector of monuments.
Since 2003 for the request of the minister of justice as a censor of the Committee of Higher Examination of Laws has been examining future judges, posecutors and private lawyers in civil and family law. In 2024 he was requested by the secretary for justice – according to the statement, for his outstanding activities as a censor – to contribute in the revision and renewal of oral exam questions and written exam exercises of law qualifying exam.
Due to his publications in the field of the protection of environmental and national monument law he has been invited to several conferences in Hungary and abroad. He has participated in many academic trip financed by the fund of Baudouin (Belgium) and OMVH-ICOMOS. For the request of the local patriotists of towns and villages he was the chairman of the legal section of their national conferences. He was awared in 2003 (and in 2007 too) by the local patriotists. In 2008 he was awarded the Forster Gyula Medal by the Minister of Cultural and Education for his continous effort in the field of saveguarding of national monuments. So far 34 books and photo albums have been published in connection with monument protection and art history, prepared by him. On 20th November 2018, the Committee of Municipal Repository of Values of Nyíregyháza made a decision to add the work of László Sipos, carried out by him in protection of ancient monuments and ancient monument photography, to the Hungarian national values.
For more than 10 years he has been a teacher paid by the hour at University of Debrecen Faculty of Health and since march 2003 he has been working as an associate professor. He is giving lectures on the legislation of non-profit organisations and protection of children and youth for correspondents, as well. He has been a speaker in several courses organised for ambulance officers and made a speech about the rights of patients. In the first part of 2007 he held a special course in the programme of Pedagogy Doctorandus Programme, University of Debrecen Interdisciplinar Social Science and Literal Arts Doctorandus School in the subject of „Civil sphere and the law”. He has cooperated in an e-learning programme and a result of this participation he has written a book about the rights of civil organisations and compiled a collection of the rules of law in the subject of non-profit organisation law. He published six books used by the training college: „The history of the guardianship and of its administration aspect”, „The law of social organisations”, „The law of the funds”, „The law of non-profit organisations”, „The law on guardianship”and „Law of associations”. He has been a consultant of many dissertations. In 2008 he has successfully defended his PhD dissertation, later it has been published as a book as well. Dr. László Sipos is a member of the Academic Advisory Committee at the University of Debrecen Faculty of Health, and in 2009 he was awarded the Dr. Kövér András Medal for his scientific and scholar achievement. In 2015 he was awarded the Jubileum Silver Medal of University of Debrecen Faculity of Health, and in 2022 the Kossuth Lajos Commemorative Medal too.
Since february 2006 he has been a member of the Scholar Corporation run by the Hungarian Academy of Sciences in Szabolcs-Szatmár-Bereg County. In the XVth. academic session organised by the corporation and the World Assosiation of Hungarian Professors he made a plenar speech about „The characteristics of children criminalities and the problems of its kind.”
Dr. László Sipos has been a member of public body of Hungarian Academy of Sciences since Summer 2008, and a member of the Commitee on Political Sciences and Law of the Hungarian Academy of Sciences from January 2009. In 2023 he received the Certificate of Appreciation from the Debrecen Regional Committee of the Hungarian Academy of Sciences (DAB) „for his outstanding activities”.
The President of the Republic of Hungary awarded Dr. László Sipos the Order of Merit (civilian) of the Republic of Hungary, Officer's Cross in March 2015, according to the statement for his high-quality professional and managerial activities of more than three decades, spent in the prosecutor's organisation and carried out with an exceptional sense of vocation, and for his scientific work.
